关于高等学校函授站管理若干问题的思考

高等学校函授站设置和管理方面存在许多问题,产生这些问题的原因是复杂的.既有宏观因素,也有微观因素;既有主观因素,也有客观因素.解决这些问题需要教育行政主管部门.招生院校和设站单位统一认识,连手互动.既要从源头上严格控制函授站的设置数量,也要大力加强对函授站的过程管理,同时还要强化监督和服务职能,建立必要的奖惩和淘汰机制.只要大家共同努力,就一定能够推进成人高等教育事业的健康发展.     

Housing Vouchers,Tenant Quality,and Apartment Values

Landlords face unique concerns in maximizing profits when they accept subsidized as well as unsubsidized tenants. Subsidized tenants come with lower rental collection risk because part or all of the rent is paid by a public agency and accepting subsidized tenants may widen the potential tenant market. But subsidized tenants tend to reduce overall tenant quality and to impose higher operating costs. By accepting subsidies, landlords may also subject themselves to periodic site inspections that may increase capital costs. Further, subsidized tenants may eventually crowd out unsubsidized tenants, lowering the average quality of the resident mix. Tests from Washington, DC apartments on accepting and advertising for Section 8 tenants support these qualitative predictions. Accepting Section 8 tenants enhances revenues, but advertising for them lowers revenues. More aggressive solicitation of subsidized tenants leads to a crowding out or displacement risk that dominates over any diminished collection risk.     

美国贸易法“301条款”与WTO争端解决机制的向背性分析

虽然世界贸易组织早已确立了较为完善的争端解决机制,但美国始终不放弃"301条款",继续使用该法律对其他国家的贸易措施进行调查、谈判,甚至威胁和报复。一方面,"301条款"的单边主义与WTO确定的多边贸易体制是完全相悖的;另一方面,"301条款"与WTO争端解决机制又存在着某种暗合,并对WTO争端解决机制有催生作用,且能够适应这种环境,配合该机制而运作。     

飞行器部件低散射载体的分析与设计

降低弱散射源的雷达散射截面,增强飞行器部件的隐身性能至关重要。但部件脱离飞行器后,需依托载体才能得到准确的隐身性能。通过探究低散射载体设计机理和思路,考虑爬行波、行波、入射频率等影响因素,设计了一款低散射载体。通过理论建模、特征基函数法仿真计算和试验测试方法验证,所设计的低散射载体的雷达散射截面足够低,可有效消除弱散射源以外的其他杂波散射影响,还原部件真实状态,有利于提升弱散射源隐身性能评估的准确性,从而优化飞行器隐身设计。     

关于隧洞围岩破坏特征的连续-离散耦合分析

为探究不同侧压系数下断面形状对隧洞破坏特征的影响,基于齐热哈塔尔地区地质条件,构建连续-离散耦合数值模型,从洞室围岩塑性区演化、洞室围岩位移及裂纹发育状态进行探讨.结果表明:断面形状相同时,随着侧压系数的增加,洞室顶底板塑性区变化较为明显,且位移集中区域由两帮转移至顶底板;洞室顶底板始终为拉剪复合破坏,而两帮则随着侧压系数的增加由张拉破坏变为拉剪复合破坏;侧压系数一定时,圆形断面洞室破坏程度最小.     

郑煤集团白坪煤矿大断面岩石下山快速施工技术

以郑煤集团白坪矿轨道下山快速施工为例,简要介绍了大断面岩石下山快速施工方法、施工工艺、劳动组织及管理措施,为类似工程施工积累了一定的经验。     

大断面、联合支护技术在软岩巷道中的应用

平煤股份六矿二水平-440大巷为软岩巷道,围岩松散破碎,围岩主要以泥岩、沙质泥岩为主,为满足矿井发展需要对-440大巷进行大断面扩修。在分析了巷道岩性的基础上,提出了锚、网、索+喷浆+注浆+注浆锚索联合支护的施工方案,并进行了工业性试验。试验表明,该技术支护效果良好,并取得可观的经济效益。     

Panel unit root tests under cross section dependence with recursive mean adjustment

Utilizing recursive mean adjustment (RMA) we provide two unit root tests: the covariate RMA unit root test and the panel feasible generalized RMA unit root test. The proposed panel unit root tests are precise and powerful, especially when T > N.     

Repetitive disclosures in the MD&A

This study is the first to empirically analyze repetitive disclosures in the Management Discussion and Analysis (MD&A) section of the 10‐K filing. Repetitive disclosures refer to the extent that content in the MD&A is repeated from the audited financial statement notes. I empirically analyze repetitive disclosures in the MD&A section of the 10‐K filing, and find that firms tend to use more repetitive disclosures when firms have a new CEO, a high level of new disclosures in the notes, issued equity, and have missed the prior year's earnings benchmark. These findings suggest that not all managers use repetitive disclosures to simply obfuscate disclosures. Rather, some managers use repetitive disclosures to emphasize firm‐specific events, consistent with the succession hypothesis. The Securities and Exchange Commission (SEC) states that repetitive disclosures are uninformative and that such disclosures decrease the informativeness of other disclosures in the MD&A. Casting doubt on the SEC's comments, in my primary analyses, I find that repetitive disclosures are informative to investors; this result is stronger for individual investors. Overall, my results suggest that repetitive disclosures are informative, and such disclosures may be effective tools for providing information to investors.     

底板纵向裂缝宽度对PC等截面箱梁刚度影响分析

PC等截面箱梁桥的开裂问题越来越广泛,它影响了桥梁的结构安全和使用年限。为了掌握裂缝宽度对箱梁的刚度影响,为既有桥梁安全性能的评定和加固提供依据。为此,借以某一PC等截面箱梁桥为例,以箱梁底板裂缝开裂宽度为参数,运用Ansys模拟分析裂缝宽度变化对梁体应力和挠度的影响。本文针对一座存在底板纵向裂缝的PC等截面箱梁进行有限元分析,研究底板纵向裂缝宽度的变化对梁体刚度的影响。对了解桥梁使用现状,降低桥梁检测成本,提高加固效果有一定的参考价值。
